Forced layers are now handled automatically on the affected versions. This property's value no longer has any effect.

Flag to indicate whether the library shadow should always be composited through a layer, regardless of the color compat state.

Addresses the issue described for View.forceShadowLayer.

This is a passive flag that should be set at initialization.
